The Text of the New Defense Order is as Follows:
First: 1- Those working in the public and private sectors are not
allowed to enter the workplace unless they received two doses of the
COVID-19 vaccine, and the days during which the individual is not
allowed to work (as he did not receive the vaccine) will
be deducted from the balance of his annual leaves. In the event that the
balance of his annual leaves is empty, he is considered to be on leave
without pay or allowances, and during that period he is not entitled to
any salary, allowance or bonus.
2- No person over the age of 18 is allowed to visit any of the
ministries, government departments, official institutions or public
institutions, or entering any of the private sector establishments
unless he received two doses of the vaccine.
Second: 1- Those who visit hospitals and health centers are excluded
from the provisions of Paragraph (1) of this clause in emergency cases.
Third: 1- The individual who allows entry of any employee or person to
public sector institutions in violation of the provisions of items
(first) and (second) of this defense order shall be subject to one of
the disciplinary penalties stipulated in the civil
service system.
2- The private sector establishment that violates the provisions of
Clause (First) of this Defense Order will be shut down for a period of
one week if the violation happens for the first time, and for a period
of two weeks in the event of a repetition of the
violation. The closed facility will be reopened if the violation is
corrected.
3- The penalty for a private sector facility that violates the provisions of item (Second) of this defense order is as follows:
A- Malls, shopping centers, banking sector facilities,
telecommunications companies and their exhibitions, restaurants,
bakeries, cafes, hotels, offices of electricity distribution companies,
water companies, nightclubs, bars, discos, Turkish and oriental baths,
sports clubs, fitness centers and swimming pools will be punished with a
fine of JD 1,000 for their first violation, JD 3,000 for the second
violation, JD 5,000 for the third violation, and in case the violation
is repeated, the establishment will be shut down
for one week.
B- Other establishments not mentioned in item (A) of this paragraph
shall be penalized with a fine of JD 100 for the first violation, JD 200
for the second violation, JD 300 for the third violation, and in case
the violation is repeated, the establishment will
be shut down for one week.
Fourth: 1- The provisions of this defense order related to receiving two
doses of the COVID-19 vaccine do not apply for persons who did not
receive the vaccine for medical reasons by the approval of the Minister
of Health or his authorized representative.
2- The persons referred to in Paragraph (1) of this item are obligated
to bring a negative PCR test result valid for a period of 72 hours and
to present it upon entering any of the public sector institutions or
private sector establishments referred to in this
defense order.
Fifth: The individual must prove that they received two doses of the
coronavirus vaccine by providing the COVID-19 vaccine certificate or the
personal card issued by the Civil Status and Passports Department or
the health identity which can be obtained from
the main page of the Sanad application.
Sixth: 1- Clauses (First) and (Seventh) of Defense Order No. (32) of 2021 are canceled.
2- Clauses (First) and (Third) of Defense Order No. (34) of 2021 are canceled.
3- Clause (Third) of Communication No. (46) of 2021 amending Clause (Fourth) of Communication No. (44) of 2021 are canceled.
Seventh: The provisions of this defense order shall be effective as of the morning of Jan. 1, 2022.
Eighth: The Prime Minister amends any of the provisions of this defense order in light of the epidemiological situation.
