The 2014-2020 ENI CBC “Mediterranean Sea Basin Programme”, the largest Cross-Border Cooperation (CBC) initiative implemented by the EU under the European Neighborhood Instrument (ENI)- Seeks for an Expert Terms of Reference (TOR) Position:
External expert Location: Jordan with travel to all areas of Jordan if needed
Reports to: MYSEE project coordinator.
The 2014-2020 ENI CBC “Mediterranean Sea Basin Programme is the largest Cross-Border Cooperation (CBC) initiative implemented by the EU under the European Neighborhood Instrument (ENI). The ENI CBC Med Programme brings together the coastal territories of 14 countries in view of fostering fair, equitable development on both sides of the Mediterranean. Through calls for proposals, ENI CBC Med finances cooperation projects for a more competitive, innovative, inclusive and sustainable Mediterranean area.
Acting together to address these challenges and improve the lives of men and women across the region is the impetus for the 2014-2020 ENI CBC “Mediterranean Sea Basin Programme”.
Within the general context of the European Neighborhood Policy, cross-border cooperation (CBC) draws funding from both external and internal headings of the European Union as it works for the benefit of both sides of the EUs external borders.
The ENI CBC Med is based on the principles of co-ownership, partnership and common benefits. It contributes to the overall European Neighborhood Instrument objective of progressing towards an area of shared prosperity and good neighborliness between EU Member States and partner countries. In the period 2014-2020, the European Union has invested more than €1 billion to support 16 ENI CBC programmes between EU Member States and neighboring countries sharing a land border, a sea crossing or a sea basin, from the Arctic to the Southern Mediterranean.
The ENI CBC programme has dedicated its efforts to improve its funded projects in Jordan and the region through organizing information days, seminars conducted especially on the main themes of ENI CBC programme, and practical workshops on “How to prepare good project proposals”. As a result, this enabled Jordanians to prepare better projects, and to manage them successfully. By responding to the calls for proposals of the ENI CBC MED programme, the Jordanian institutions/organizations have confirmed their strong interest in the action making Jordan one of the most active countries in the South Mediterranean region, and the most active partner country in the latest 2020 call with many project proposals submitted or participated in.
The MYSEA project, funded under the ENI CBC MED program has almost completed its first phase. It is therefore evident the need to evaluate the impacts, results and achievements of the project. The results can be instrumental in further developing other projects funded under the programme.
